Houston Regional CLEAR Alert Criteria
The following criteria must be met to activate the Houston Regional CLEAR Alert System:
- Is the individual 18 to 64 years of age, whose whereabouts are unknown?
- Has a preliminary investigation verified the adult is in imminent danger of bodily injury or death or is the disappearance involuntary such as an abduction or kidnapping?
- Is the Clear Alert request within 72 hours of the individual’s disappearance?
- Is sufficient information available to disseminate to the public to help locate the individual, a suspect, or the vehicle used in the incident? (Highway signs will be activated only if accurate vehicle information is available AND it is confirmed that the missing person was in the vehicle at the time of the disappearance).
Missing children believed to be abducted under the age of 18 may qualify for an Amber Alert issued locally by the Houston Regional Amber Alert Program.
Missing individuals diagnosed with an intellectual or mental disability may qualify for a Houston Regional Endangered Missing Persons Alert issued by Texas Center for the Missing.
Missing adults 65 years of age or older with a diagnosed impaired mental condition may qualify for a Silver Alert issued by Texas Center for the Missing.
How to Issue a Houston Regional CLEAR Alert
The Houston Regional CLEAR Alert System serves the 14 counties surrounding the Houston area and is managed by Texas Center for the Missing. If your agency believes an endangered adult between the age of 18-64 years of age is missing and believed to be in imminent danger of bodily injury or death or the person’s disappearance is involuntary, and the person is believed to be located in the Greater Houston area, this is the appropriate Emergency Alert to issue. Regional CLEAR Alerts are distributed to local, state, and national law enforcement agencies, local media outlets, TCM’s CLEAR Alert Partners, and the Texas Department of Transportation.
1. Make sure you have all the information needed to issue the CLEAR Alert handy, including physical description of the missing individual, any vehicle description if possible, and photo.
2. Contact our Amber Alert Coordinator at (832) 269-2553 for 24/7 activation assistance.
3. Once the CLEAR Alert is issued regionally, you may request alert reissuance in surrounding regions or statewide. Texas Center for the Missing will notify our partners of the CLEAR Alert via our organization’s distribution list and social media. TCM can also serve as a media liaison or consultant upon request.
4. To cancel an alert, contact our Emergency Alert coordinator at 832-269-2553. The Emergency Alerts Coordinator will cancel the alert regionally, notify our partners of the cancellation, and will provide your agency with victim support resources or media liaison services as needed.

How to Issue a Texas Statewide CLEAR Alert
The state’s Coordinated Law Enforcement Adult Rescue (CLEAR) Alert program, created by 2019 Texas legislation, is designed to close the gap between missing children and senior citizens. The CLEAR Alert assists law enforcement in locating and rescuing missing, kidnapped or abducted adults or adults who are in immediate danger of injury or death, as well as aid in locating any potential suspects. The name of the CLEAR Alert also in part honors victims of violence which led to the CLEAR Alert legislation: Cayley Mandadi; D’Lisa Kelley; Erin Castro; Ashanti Billie and the Rest.
If your agency feels a missing kidnapped adult may be located either in the Houston area or in other Texas regions, this is an appropriate Alert to issue.
